Rights groups had earlier called on PACE to suspend Ruslan Kutaev.

Rights groups had earlier called on PACE to suspend Ruslan Kutaev.

This was the latest in a series of resolutions passed by the assembly this year.

Georgia suspended its participation in PACE in January following a critical resolution imposing benchmarks for ratification of Georgia’s credentials.

Azerbaijani President Ilham Aliyev cited the inability for Azerbaijan to elect judges to the court as the reason for the decision.

The document stated that the Georgian authorities have not implemented a single recommendation from the previous resolution.

Michael O’Flaherty’s comments came as part of his first annual report to the Parliamentary Assembly of the Council of Europe (PACE).

It came after the body voted to accept the Georgian delegation’s credentials on the condition new parliamentary elections be announced.
