Robert Kocharyan led the Armenia Alliance in the 2021 snap elections, which formed the largest opposition faction in the parliament.

The draft law was passed five months ahead of the Parliamentary elections.

The declaration included a plan to create a route connecting Azerbaijan and its exclave Nakhchivan, through Armenian territory.

This allows the Prosecutor General to press charges against all three MPs.

The two accused have previously held ministerial positions.
